being said, which release are you on? If you are on NW2004s there is a BADI
(WF_SUBSTITUTE) that allows you to control substitution. So you could place an
authority check on a custom authorization object there.</span></font> <br>

the only possibilities are:</span></font> <br>
<font size=2 face=Arial><span style='font-size:10.0pt;font-family:Arial'>1.
Never tell your users about the substitution functionality and cross fingers
hoping that no one finds it.</span></font> <br>

a part, you can check in the workflow definition itself that the user actually
executing the workitem is either (one of) the selected agent(s), either one of
his authorized substitute as per your customer requirements (you'll probably
have to create a Z table containing list of users authorized to have
substitutes or something like that). </span></font><br>

can do that with secondary method for example. Of course depending on the
number of workflows concerned this might be heavy to implement but it is the
only solution.</span></font> <br>
