<div>We are also implementing EP 6.0 with ECC 5.0 backend so i think i too will have to create a custom iview for this requirement in the UWL which will display the restricted list of users for substitution. And probably from there i will have to call the "SAP_WAPI_SUBSTITUTE_MAINTAIN" as suggested by susan.

One way is if you have something like a Portal screen developed for your requirement, then you can restrict the user to the transaction SBWP.
i.e No authorization given to SBWP for that user. </div>
