would not be able to forward a work item that is marked 'General Forwarding not
allowed' but when I am testing it I am finding that the admins can still forward
it to anyone. Apparently, my settings only disallows the agent from forwarding
it to anyone but possible agents. Is there a way to restrict this so
that admins can only forward it to one of the possible agents?
