Is this buffering issue?

Thanks for such a quick response!

Yes - workflow messages meant work items!

The workflow log seems fine!

I do not see the user getting picked as an agent - still he reports getting work items! So really surprised!

Did you check in the workflow log exactly how it found that user?
What do you mean by workflow messages - workitems?
