Executing step in workflow

Should work, for testing purposes make sure the step is general task and
do a SWU_OBUF.
Possibly an obvious one, but also check you haven't set START_ASYNCHRONOUS
in the WAPI. Maybe also see if changing DO_COMMIT has any effect (I don't
know in what context you're using it so I can't tell you what it should
be).
