Notifications for missing time sheets

Hi All,
Is there any standard workflow solution to send email notification to employee if they miss time entry..I need to send email to thier managers if they dont it with in a week from notification date... I am thinking to develop a program to do this and scedule as back ground if there is no workflow solution.
