Event does not get raised

Greetings,

We have just got ECC 6.0 in a Sandbox.  I'm trying to implement a Change of Address workflow and I know the object ADDREMPUS is involved in the change of address.  However, when I do a change of address (or new address) either through ESS or directly from PA30, no event ADDREMPUS.CREATED/CHANGED gets raised.  The event trace does not register any events actually . . . 

Can anybody shed some light here?
