SRM 4.0 - Locked carts after approval

I have come across a situation that I cannot wait on OSS to come back with a response.  I don't know if this is a workflow question or not.  But, since I see several users on the listing asking SRM questions, I was hoping someone may have a solution.
 
Several carts approved by a user appeared to have gotten locked after the approval.  The status of the cart shows approved.  But, the carts cannot be transferred over to the backend.  How do I change the status of the carts in order to create the follow-on documents?
