Do I understand your answer correct that I still can or even have to make a
Web Transaction and Internet Service to run on ITS if I do not go the BSP or
JSP way in 6.20?

Do all users have to be created on WAS to receive tasks in UWL? Yes -
they still need an SAP user id to identify them even if they never log
on via the GUI. There are different pricing schemes available for this
- talk to your SAP sales guy.
How should the scenario be realized today on WAS 6.20? Users decisions
for the decision boxes. Input forms are more difficult - if you have a
6.40 system in your landscape somewhere that gives you the option of
SAP/Adobe Interactive Forms - great for non-SAP users as they can be
used online and offline (e.g. download, fill in, upload). Other options
in 6.20 are BSP or JSP applications.
Can it be done without ITS/Web Transactions - how? see above.

Workflow runtime is based on WAS 6.20
Decisions boxes and input forms should be received as tasks via portal
UWL -
users do not login to WAS via Gui
No business transactions to be executed in WAS - only used for workflow
runtime system.

Do all users have to be created on WAS to receive tasks in UWL?
How should the scenario be realized today on WAS 6.20?
Can it be done without ITS/Web Transactions - how?
