Empty check function when creating a new start condition

After you create your start condition in the condition editor, it takes
you back to SWB_COND, but only in display mode.  You need to then go
into change mode and switch the condition on (click the little red
square next to the condition to turn it into a green circle).
 
It is only when the condition is activated that the Check FM is seen in
SWETYPV.

I'm not sure if this is a problem, but maybe someone can tell me.
 
I created a new start condition and expected the check function to be
filled automatically with FM 'SWB_CHECK_FB_START_COND_EVAL'. Should this
be the case or not? We recently upgraded to support pack SAPKB46C45
(4.6C) and could find a note on this in OSS or a contribution in the
archives.
