Error in workflow Customizing of Payment Release for BSEG type in 4.7

Dear All:
 
We are in process of upgrading from 4.6c to 4.72 and having hard time with
the Payment Release workflow configuration (ws00400012).
We are getting "Error in workflow Customizing of payment release", no
matter what we do.
 
When testing BSEG.SUBWFDETERMINE method the following message pops up : "
Error in workflow Customizing of payment release"  FP 162.
 
Any help would be greatly appreciated.
