[OWW-SC] updated mission statement

Hey all,

As discussed in the last steering committee meeting, I wrote a
proposed update to the OpenWetWare mission statement.  Since I didn't
receive any objections, I've gone ahead and made it live.

Hopefully this expanded mission statement should make it easier to
prioritize tasks and allocate resources in future meetings.
