[mitreid-connect] New Releases: 1.1.13 and 1.0.21

New Releases: 1.1.13 and 1.0.21 have both been pushed to Maven Central 
this evening.

These two releases fix a bug introduced in 1.1.12 and 1.0.20, 
respectively, dealing with refresh tokens. The bug in question failed in 
a secure state, so information is not at risk. Regardless, updates are 
recommended as they restore functionality.

1.1.13 also contains a handful of small fixes that will help deployments 
on DB layers other than HSQL and MySQL.
