Hingham, Hull, Dighton and some other locales... and we have some firms in 
MA that build these plants across the US...

MassMegawatts uses a novel 3-chamber Savonius design that does not appear 
to suffer the indignities of wind wakes and shadows. Indeed, it appears 
they are getting a vortex affect. Maybe Charlton has wind in only one (or 
two) directions.
