the latest sucker punch comes the day after the Corps of Engineers closes 
the public comment period. It hits the usual hot buttons; bird hits and 
additional regulation. This debate may be won in the press after all. I am 
disheartened that as reputable an organization as the EPA would abandon 
civilized dialogue and play the PR card. I can't find the letter, but here 
is the local epa site.
