[Macpartners] Unlocking Network system preference for non-admin users in 10.8

Hi all,
     Does anyone know of a way to allow non-admin users to modify the Network system preference in Mountain Lion?  I've issued these commands:

sudo /usr/libexec/PlistBuddy -c 'Set :rights:system.preferences:group everyone' /etc/authorization
sudo /usr/libexec/PlistBuddy -c 'Set :rights:system.preferences.datetime:group everyone' /etc/authorization
sudo /usr/libexec/PlistBuddy -c 'Set :rights:system.preferences.energysaver:group everyone' /etc/authorization
sudo /usr/libexec/PlistBuddy -c 'Set :rights:system.preferences.network:group everyone' /etc/authorization

     This leaves the Date & Time and Energy Saver system preferences unlocked for standard users no problem, but it doesn't seem to have any effect on the Network system pref.  And this used to work fine under Snow Leopard.

     Has anyone gotten this to work?  Or know of something else that needs to be done to accomplish this?

     If it matters, I've tried to do this on several 10.8.2 machines, including one fresh out of the box, but no joy.
