I haven't heard anything definitive from the postmasters yet (I have a
case open with them about this), but what I've heard is that duplicate
suppression scales poorly as traffic increases.  As you've probably
noticed, we're getting more and more spam, so I guess the incoming
amount of mail became problematic to deal with using our current
methods of duplicate suppression.

The postmasters have turned duplicate suppression off in the past when
the mail servers got especially hosed, but it's been off for a couple
of weeks now.
