[krbdev.mit.edu #8589] setkey kadm5 operation does not work with LDAP KDB

kadm5_setkey_principal_4() does not set the mask field before calling 
kdb_put_entry(), so the LDAP KDB module does not know to update the key 
data or the fail_auth_count attribute.

kadm5_setv4key_principal() has the same issue.
