They are still active, yes.

http://mailman.mit.edu/mailman/listinfo/krb5-bugs ?  (Note that the latter is basically just 
automated traffic.)

The normal workflow is to use the webform to file a subscription request, which sends a 
confirmation email with a confirmation code.  There's a link in that mail which can be used to 
confirm the subscription request, or one can just reply to the email leaving the subject intact.
