[krbdev.mit.edu #7800] krb5-1.11/1.12: kadm5_init_with_* interface

If you try to specify the service name with @REALM, you get a KRB5_PARSE_MALFORMED error. This is rather annoying to say the least... the interface should permit you to pass in a fully qualified service name (and only attempt to append the realm if none was specified).

I lost 2 days on this stupid constraint (and it was only 2 days because I finally asked what I was doing wrong on the Kerberos mailing list when I was developing a different patch which facilitated near real-time replication of updates via iprop).
