Did you remove config.cache before configuring with the --enable-dns=no
flag?  If not, that might explain the problem.  If you were doing the
./configure from a fresh source tree or on one that had config.cache
removed, then I would be interested in seeing your build log showing the
compiler command lines where lib/krb5/os/locate_kdc and
lib/krb5/os/hst_realm.c get compiled.
