Proposal to use Windows Side-by-side Assemblies for KFW distribution

Robert Silk, our student programmer, is making progress on setting up
the side-by-side assembly approach.  He is getting code signing
straightened out, then will work on testing installations.

His major remaining issue is how to reference executables in
the assembly in a side-by-side compatible manner.  He will be
following up shortly.
