Just curious - why build cc_mslsa.c _without_ Vista support?

Not everyone requires Vista support, sites that build from source may 
not be
comfortable with mixing headers from multiple SDKs, etc.

MIT should never build binaries without Vista support but that doesn't mean
that KFW should not build if the required header is unavailable.
