The site-local.wxi and site-local.nsi files each include a variable that
indicates which compiler was used to build the distribution.  These
variables are currently hard coded to .NET 2003.  The bkw.pl script must
auto-generate this value as part of the build automation.  Otherwise,
the wrong run-time libraries are included in the installer.
