NIM question - why doesn't ACTION_LAYOUT_RELOAD work all the time?

Reloading the layout from the registry on every refresh really doesn't
seem like the correct solution to any problem. 

It would be useful to those reading this list if you would either
describe the problem you are attempting to fix or provide a pointer to
the description in the krbdev RT.
