With virtually all the electricity of the island produced by Heavy Fuel Oil (HFO) power generation, which accounts for 60% of the GHG emissions, is a prime candidate for considerable environmental improvement. Mainly due to its ecological nature, lower cost, and higher energy efficiency, natural gas is the preferred choice of the government for electricity generation. To meet the strict time-frames of reducing emissions, the government has decided to import liquefied natural gas (LNG) using a Floating, Storage and Re-gasification Unit (FSRU). With currently no such marine vessel in operation in the world the FRSU venture poses a plethora of risks. In this talk we will propose a strategy for framing the problem and suggest methods for addressing it.
