<b>Estimating the magnitude and distribution of health benefits from
power plant pollution control<br>

<i>In the United States, older fossil-fueled power plants contribute
significantly to national emissions of criteria air pollutants, in
part because these facilities are not required to meet the same
emission standards as new sources under the Clean Air Act. Potential
regulations for older power plants require information about both the
magnitude and distribution of potential public health benefits of
emission reductions, given debate about the stringency of controls of
various pollutants and about the best mechanism to achieve these
controls. In this talk, I present findings from four recent case
studies that combined emissions information, atmospheric dispersion
modeling, and health evidence to determine the public health benefits
that would be achieved if power plants applied the best available
control technologies. In addition to the standard health benefit
estimates, I focus on the geographic and demographic distribution of
benefits, considering the implications for public policy and future
risk assessments. I conclude by discussing factors that contribute
uncertainty to the benefit estimates and by considering refinements
required to model motor vehicle impacts.<br>
