<p class="MsoNormal">The budget calculation for Release 4 is the same as that for Release 3. Since the way how Release 3 and Release 4 fields are arranged is different (e.g., yearly file for Release 3 vs individual files for each averaging period for Release
4), you may need to rearrange/reshape the fields after reading in them. Once you have done that, the following calculation is the same.<o:p></o:p></p>
