That will be efficient to define the service model of the repository first. And OAIS documnet will come in handy for starting such systems and building a policy for a digital library.<br>

Having the hardware ready, compiling and installing Dspace can be done in less than 5 hours (if everything goes well)<br>
Configuring Dspace is again depends on your needs for your digital repository. In our case and in our institution we had a great deal of java programming because of I18N and L10N. The scale of modification you want to make to Dspace, will give you the time you need for Java programming. I think Dspace can be used for a majority of libraries just out of the box.<br>
