That depends on what the image is for.  If it's meant to be a
thumbnail image of a larger document, it should go in the THUMBNAIL
bundle.  If it's meant to be a primary bitstream for the item (that
is, this item contains an image rather than, or in addition to, some
sort of text) then it should be in the ORIGINAL bundle.

That is to say:  a bitstream is assigned to a bundle based on its use,
not its format.
