There are a few open source tools/gateways available to do MMS over GPRS (as that's the MM1 protocol), and i'm sure it won't be too difficult to implement. It would involve
making a gateway to interface with the local (tmobile or celtel's) WAP/MMS gateway to package and transmit it to the recipients' phones.
