[acs-r] 2016 1-year data - unable to acquire

Actually, I believe that the 1-year 2016 data has been released, but
the package is not finding it.  (They changed some stuff in the
variable lookup tables without telling me; I've been trouble shooting
over the weekend and am mostly done with a patch.)

The 2016/5-year data is not available yet -- scheduled to be released
in Dec.
