[acs-r] acs.fetch hangs in v2.1 vs 2.0

FWIW the default CRAN repository on Microsoft-R is not kept up-to-date like
the regular CRAN repositories so it is possible the issue is related to
that. Try reinstalling everything with repos="https://cran.rstudio.com" or
whichever is your favorite repository.
