[acs-r] difference between "total population" and "unweighted sample count of the population"?

I am having a hard time understanding the difference between these two
tables:

B00001 UNWEIGHTED SAMPLE COUNT OF THE POPULATION

B01003 TOTAL POPULATION

Can someone please explain the difference? When should one use one table
over the other?
